Welcome to the Keystone Neighbourhood Company (KNC), an umbrella master association overseeing the areas of River Run Village, Ski Tip Ranch, Trappers Crossing, Alders Neighbourhoods, River Meadows, Settlers Creek Neighbourhoods, River Run Townhomes, Lone Eagle and Timbers Lodges.
The River Run mountain village is rich with shopping, dining, family entertainment and is steps from the slopes of Keystone Resort where you can spend the winter months clocking the vertical on your skis or board and the summer months exploring the trails of the Rockies whether it be on foot or on a bike. It is the KNC’s responsibility to maintain the world class River Run Village as well as provide cultural enhancements, recreation, security, special events and oversee Warren Station Center for the Arts for the enjoyment of our owners and guests.
HOW DOES THE KNC FUNCTION?
The KNC is a Master Homeowner Association and oversees the areas of River Run Village, Ski Tip Ranch, Trappers Crossing, The Alders Neighbourhoods, River Meadows, The Settlers Creek Neighbourhoods and The River Run Townhomes, Lone Eagle and Timbers Lodges. Keystone is not an incorporated town, however the KNC is crucial and performs many of the same types of services as a town. Services include maintaining and improving areas within River Run Village such as sidewalks, roads and boardwalks as well as roads and multi-use paths in the newly developed parcels of Keystone. These services help keep the village and surrounding neighbourhoods engaging, clean and updated as thousands of guests visit the area each year. The KNC is self-managed and is led by the executive director who reports to the board. In addition, there are three administrative staff members along with the operations department that handles the day to day functions of the organization. Lastly, there is an event team that oversees programming in Warren Station and the summer festivals in the River Run Village.
WHO ARE THE MEMBERS IN THE KNC?
All residential, commercial property and vacant land owners within the Neighbourhoods of Keystone (River Run Village, Ski Tip Ranch, Trappers Crossing, The Alder’s Neighbourhoods, River Meadows, The Settler’s Creek Neighbourhoods, The River Run Townhomes, Lone Eagle and Timbers Lodges) are automatically members.
HOW DOES THE GOVERNANCE WORK?
As called for in the KNC Declarations, there are 5 classes of Members/Owners and they vote for their respective directors.
The five voting classes are:
- Residential Sites – One vote per site/unit.
- Commercial Spaces – One vote per 1,000 sf.
- Lodge – One vote per 3 lodge rooms
- Resort Parcel– 1,000 votes
- Undeveloped Land – One vote per Equivalent Unit
(as defined and allocated by the PUD based on approved density)
THE EXECUTIVE BOARD IS COMPRISED OF THE FOLLOWING DIRECTORS:
Resort Director – Appointed by Owner of the Resort Parcel
At-Large Director – Elected by all Owners within the KNC
At-Large Director – Elected by all Owners within the KNC
At-Large Commercial Director – Elected by all Commercial Owners within the KNC
River Run Commercial Director – Elected by Commercial Owners within River Run
Lodge Director – Elected by Owners of Lodges within the KNC
At-Large Residential Director – Elected by all Owners of Residential Sites/Units within the KNC
River Run Residential Director – Elected by all Owners of Residential Sites/Units within River Run
Ski Tip Residential Director – Elected by Owners of Residential Sites/Units within the Ski Tip
Neighbourhood (includes River Meadows, The Alders Neighbourhoods, Trappers Crossing, The Settler’s Creek Neighbourhoods, The River Run Townhomes, Lone Eagle and Timbers Lodge as well as the Ski Tip Neighborhood).
WHERE DOES THE MONEY COME FROM?
There are essentially 5 revenue sources:
- A.R.E.A is the Annual Real Estate Assessment based on the county assessed valuation of your property times a shared percentage to meet the annual funding requirement as determined by the budget. The assessment is typically billed in late May and due June 30th. The KNC annual assessment does not replace the county property tax liabilities.
- R.E.T.A is the Real Estate Transfer Assessment collected every time the title to the property is transferred. The assessment is equal to 2% of the market value of the transaction.
- Sales assessments are assessments collected on taxable sales at a rate of .5%.
- Recreation assessments are based on .05% of gross revenues from activities and services not taxable under the Colorado retail sales tax such as ski school lessons.
- Warren Station and event revenues are used to off-set expenses related to activities for enhancing the vitality of River Run Village.
